BIS amends EAR by updating the Entity List

The U.S Bureau of Industry and Security (BIS) has amended the Export Administration Regulations (EAR) by adding 11 entities to the Entity List. Nine of these entities are allegedly connected with the practice of forced labor involving Muslim minority groups from the Xinjiang Uyghur Autonomous Region (XUAR). The other two entities added to the entity list are allegedly involved with genetic analyses of Muslim minorities in XUAR. This ruling also modifies 37 entries on the Entity List.

Effective 22nd July 2020, this ruling can be found in the Federal Register (85 FR 44159). For further details, please see the U.S. Commerce Department's press release, the related press statement about visa restrictions from the U.S. State Department, and the response from China’s Foreign Ministry Spokesperson.
