BIS is amending the Export Administration Regulations (EAR).

Today, the Bureau of Industry and Security (BIS) is amending the Export Administration Regulations (EAR) to reflect changes to the Missile Technology Control Regime (MTCR).

This rule also changes the Commerce Control List (CCL) and other EAR provisions in order to conform with the MTCR Annex. The changes in this final rule align the MT controls on the CCL, and other parts of the EAR, with the MTCR Annex.

This rule is effective from July 7, 2017.
